I noted that too, but then noted Henderson's report is mentioned - panned as no good by a "source close to the OPCW." At the UN, 20 Jan. "Russia spoke" is all he mentions.

As for "eschews experts" I don't think we've turned away anyone who wanted to join. We just haven't had that many experts of every kind come and join yet. And attacks like York's probably help "eschew" them away from wanting to join.
