          Because you mentioned a Jewish place of worship, and Jews are such a highly protected class that New York City never attempted to ban metzitzah b'peh, only have parents sign a waiver consenting to it.

          Because for the last 70 years people are afraid to allow even the smallest hint of antisemitism, more so than any other discrimination. Which is discrimination in itself, favouring the Judaism.
