While that is true on the surface... That information is sort of misleading. Yes, SF did go up 17% but that was 41 to 48 homicides. Which is STILL 15% lower than the homicide rate in 2017. Source:

My point (that someone else already stated) is that you can make numbers look anyway you want. If there's 10 oranges total in an region and I give you (1) one year, and then (2) the next year. That's a 10% increase! Which is going to look worse on paper. The 2 oranges or 10%?

Giving someone two oranges in the second year, having given them a single one the prior year, is a 100% increase YOY.
