The article makes it sound like if the DA was strict there’d be safe streets and I think in general blaming any one person other than the guy behind the wheel is giving too much blame to a multi factor dangerous scenario

I understand your position, but we must remember the source is a shocked, grieving family mother from halfway around the world who lives in a country very much unlike ours. One with a deep sense of obligation and also shame, at failure that’s owned up to, rather than deflected.
