SF elected officials (@LondonBreed @chesaboudin @MattHaneySF @DeanPreston @HilleryRonan @shamannwalton etc.) deliberately make decisions that hurt the community. they've created a dangerous, blighted, depressed city, but why? What do they gain from it? looking for theories.

A heck of a lot of it has to do with its governance: entrenched corruption voter apathy and mostly lack of accountability to anyone. I don’t see a “plot” either, but given how they spend much of their time, I’m not sure it makes much of a difference. They SAS aren’t helping.

Totally on point. The politics re homelessness, addiction etc., is visceral and emotionally driven, not logically or results oriented. I see it as literally reducing the chances of recovery for those it purports to help.
