Because police don't bother to arrest anymore. Ask the citizens if they feel that crime has dropped.

Like a tent encampment? I think at a minimum, a jail or other facility has medical care, food and water, and while not pleasant, is honestly likely far safer and more hygienic than they’re likely to find on the streets, COVID19 or not.
I know Chesa wants to empty the jails on principle, but using a pandemic as cover is deceitful and foolhardy.
i disagree. i think that we will see the cities/states that refuse to release prisoners have much higher death tolls, specifically of incarcerated people but also in general.
I’m not sure that chesa wanting to slash the jail pop (and by extension, the prison pop) is really a debatable point. He has said as much.

Oh I see. thanks. The federal prison system is draconian and punitive it would seem, SF jails not so much, so I still think as stated above, knowing full well it’s no picnic.
