I believe that people who commit crimes must be held to answer. But in ways that reduce rather than create future crime. It is obvious that Chesa has deep and unresolved issues around his parents' own incarceration which is making it impossible for him to do his job effectively. The psychological scars of his childhood, unhealed, cause him to feel empathy for perpetrators & not victims. Recall him.
