if they are actually registering it, I don't know if the algorithm is able to recognise just how important a not interested rating is, which could be why it looks like it does nothing.
I just think it does not treat the not interested rating with enough weighting and considers all other factors more important, and then the last thing in the chain of importance is the users actual interaction, watch one video with the words "vines" and your feed is gone
