I never understood the term "responsible". Just disclose or not, your call, without the need of some (frankly ridiculous) moral compass.

I'm fine with that. Want to bring havoc on my product? It's on me to design the proper defenses and establish (code) quality. Want to talk to me first? Great. We all have bugs, security and non security related, and enjoy fixing them. Signed, good engineers.

It's not a mistake, it was introduced that way by MS to hint that not complying to their arbitrary and self-serving disclosure guidelines would be irresponsible.
