Why would issuing mandate start the 90-day clock of the ban? Don't they just want to do the vetting?
DOJ had been arguing that the 90-day "pause" hadn't begun to run because it was meant to allow for the vetting, which was blocked too.
If the vetting is unblocked, then the 90-day clock on the ban would begin, although the ban itself would remain enjoined.

CA9 already unblocked the vetting review, no? And DOJ asked for immediate mandate.

Correct, this amendment today wipes out the mootness worries. (The ease of doing this is why those worries were never that serious....)
