        That judge, incidentally, issued a nationwide injunction that was affirmed by a 2-1 Fifth Circuit panel and a 4-4 Supreme Court.

        a) Judge not a 9th Circuit judge b) SF is one of the sanctuary cities challenging Trump's immigration policies, so, yeah, they sued there.
