As we fight Ebola in DRC, in China & globally, we remember Pete Salama, 1st head of 's Health Emergencies Program. He led by example, a life devoted to public service, human health & justice. He still inspires.

Trump’s ban on foreign nationals from China & quarantine of anyone in Mainland China is coercive, unlawful & against recs. Sure, be cautious but don’t be draconian & overreact. is lurching from complacency to panic. Stay calm & respect human rights

Anti-Chinese sentiment is unconscionable. Epidemics bring out worst in humankind, spurred by fear of "the other" doesn't have a nationality; it's a pathogen threatening us all. Let's come together as a shared humanity to fight disease, inequity, discrim, & stigma

What about Chinese students returning to classes in US. Or journalists reporting in China. These US quarantines & travel restrictions are against recs. US should be global health leaders, keep calm, & rely on sound evidence. Those days are gone!

Declaring a PH emerg, said imposed temp ban on entry of foreign nationals in China for past 14 days. Returning citizens subject to health screening & quarantine for 14 days. Banning entry is overbroad. Quar for those in Hubei maybe reasonable, not for all of China.

When did last use fed power? Answer: Rarely, even for smallpox, polio, SARS, Ebola, MERS. Andrew Speaker quarantined re MDR TB. Fact is, ph powers reside in states. w/ Ebola, handed cases to states. During 1918 Flu, mass quarantines, but at city level

    * just said, legally quarantining evacuees in Calif 14 days. It's a reasonable evidence-based precaution. Incubation 2-14 days; prudent ph measure. But CDC shd have tried volun coop: As a social contract for evac, citizens agree to act for common good.

Calling 2019-nCoV a PHEIC fulfills the legal criteria established in the International Health Regulations. Now it is time to come together as a common humanity to create a Global Action Plan to address this great global health threat.

Public health interventions must respect human rights and dignity. We saw during Ebola in West Africa that restrictive orders led to violence and public mistrust that risked amplifying the spread of Ebola. We must learn from those lessons.

    * wants intermediate emerg level to afford flexibility. How would this work legally? Renegotiating would be vast job, taking years w/ 196 states parties. What criteria would we use? What powers would result? In meantime, spreads. No time to lose
