    Chicago paid out $662 million in settlements over police misconduct between 2004 and 2016 or so.

    NEW: Chicago mayor Rahm Emanuel tells WGN Radio that police are "finalizing the cost" of the resources used on the Jussie Smollett case and will be sending him a bill. The mayor noted the $10k bond Smollett forfeited "doesn’t even come close to what the city spent in resources."

    San Francisco’s biggest hospital is making a major revision to its billing policies to make them a lot more consumer friendly. This *all* started with one patient and Vox reader who submitted her bill to our ER Billing Database. Journalism matters. Reader engagement matters.

    Whoa - some big ER news out of San Francisco. Zuckerberg SF General is putting a temporary halt to its billing practices as it develops a long term plan.
