It will have it. Most container images, especially at the beginning of the success of Docker run an arbitrary program as pid 1 (i.e. the applicative process, not designed with the responsibility of a real pid 1). E.g. docker run debian ls /dev will only run ls.

But that's the thing: since a lot of containers only run one process, it is often unnecessary for them to mount a whole working file hierarchy - especially /dev, which is more hardware- and low-level-related. So, how safe is it to assume /dev is there?
