    Council tax is a dog's dinner of a property tax. We can't let this fly any longer given the NHS needs cash and members of younger generations need a fairer crack of the whip. A proportional or progressive property tax is the way forward:

    Agree entirely. Conclusions very much in line with Mirrlees Review Council tax needs to be updated and made proportional to property value, Stamp Duty reduced or abolished

    In sum: council tax is unfair distributionally, regionally & generationally because it's regressive & bad for the housing market. Replacing it with a proportional/progressive property tax would address its flaws, leave most people better off & raise revenue for public services.

    A progressive property tax would leave the majority of households across age groups better off - particularly those in their 20s and 30s. Lower-income, often older households could be protected by enhanced support through the benefits system and the ability to defer payments.

    We can tweak the existing council tax system, but fully addressing its problems means scrapping council tax and replacing it with a proportional or progressive tax in relation to property values.

    Young families are being disproportionately hit by council tax's flaws. Those in their 30s and 40s pay a higher effective tax rate than older households, and the under-taxation of property has contributed to high house prices.

    The peculiar 'flatness' of council tax is in stark contrast to income tax, which is progressive. Council tax is 2.7 times higher for the top 10% of properties than for the bottom 10%, whereas income tax is 45 times higher for the richest income decile than the poorest.

    Wide bands, small tax differences between bands, regional variation and severely out-of-date valuations mean council tax has come to look very like the poll tax it replaced. People in mansions pay little more - and sometimes less - than those living in tiny flats.
