Does philosophy in particular over-produce papers? Philosophers seem to publish a lot less than some fields (although that's still consistent with over-production obviously)

And ah no the thing I cite which gave me that impression was looking at academic inquiry more generally (and its a long term trend, Big Science, Little Science is good on this) - we're just not that different is all.
