Presumably because it's more demanding. The more action required, the fewer people are willing to do it. It takes time and effort to provide intellectual support for the movement, whereas sympathising alone doesn't.
Ah why does intellectual support come above sympthaziers? (I realise these are being used as technical terms here, but my informal usage would make flipping that more intuitive.)
