She doesn’t deny that, and indeed one of the things she’s known for is a defence of empirical adequacy as the most important value in scientific research.

Ah no, not that I’m aware of. I think it’s s bit unclear where the values come from for Longino. I rather suspect that what they’re doing for her is defacto acting as a kind of quasi-randomisation device, ensuring the scientific community spreads out and explores lots of options.
