Which Hempel? I should know this clearly...

It’s an essay in Aspects of Scientific Explanation, I believe it’s called Science and Human Values. He goes through a few ways science might relate to normative claims and ends up endorsing inductive risk; it’s after Rudner, but I actually find Hempel’s discussion clearer.
