Is this necessarily a fallacy? It seems consistent to me to think that there are many of a certain type of person, but you can't identify which people are of that type.
The "informal" was to mark out that, after all, it's not really a fallacy - by which I mean they're not actually being inconsistent, since it could be as you say. None the less, I think in most cases it's actually pathological reasoning.
