Is this necessarily a fallacy? It seems consistent to me to think that there are many of a certain type of person, but you can't identify which people are of that type.

Obviously sometimes it is possible to identify, but imho it's not per se inconsistent to say that you can identify that a general phenomenon exists but you can't identify with certainty any single instance
