Why is text recycling undesirable again?
They discuss that in the article: it seems their appraisal is that it's not clearly undesirable, it depends more on what's incentivising it.

Technically it’s fraud, right? When you publish an article you sign a contract where you promise the text hasn’t been published before.

And if parts of the text were recycled from earlier publications, you know that’s not true.
