Is it just dislike of Muggles? That's a pretty thin basis to risk life and limb. But Voldermort doesn't seem to actually promise any reward.

@cathyby The wizard's seem pretty unconcerned and unconstrained by muggle law in any case. It's not like they pay muggle taxes.
