          There are fewer people in poverty and more people working, but the jobs low-income people are getting often don't come with health benefits. So, job-based health insurance isn't growing, even in an economy with low unemployment.

          Much of the Census data released today focuses on how many people reported being uninsured in 2018. A separate question asks people about their health insurance at the time they were interviewed in March 2019.           ACA coverage gains plateaued before President Trump took office. However, it's reasonable to question whether the uninsured rate would be rising if not for: 90% reduction in outreach. Individual mandate repeal. New public charge rules for immigrants. Medicaid work requirements.
