Low-income people are protected from premium increases by federal subsidies. Healthy middle-class people in many states will be able to buy short-term plans for lower premiums (but with fewer benefits). Middle-class people with pre-existing conditions will feel the full brunt.

2019 individual insurance premium increases are going to vary A LOT from state to state and insurer to insurer. In some cases, insurers increased premiums for 2018 in anticipation of the individual mandate being repealed. Also, some insurers overshot with prior increases.

In Pennsylvania insurers in the individual market are requesting a 4.9% premium increase on average for 2019.
