Have to disagree on this one. If you only dare to speak when good, you'll never get good. Interacting and putting yourself out in communicative situations is the key to getting enough CI to make progress.

It's true that actually talking to people is a great source of CI. However, I see so often people who have got really bad experiences when attempting to use the little language they know with native speakers, and get turned off from learning the language, and that's such a pity!

For me language shyness only happens when I try to speak to a native speaker of the language. I fear being judged for language mistakes I make, and then I get so anxious I can't say anything.
