Krashen has said CI is enough. But I don’t know anyone anywhere implementing a CI Only program where no output is allowed, expected or encouraged. It’s a straw man argument.

Check out AUA Thai program, Beniko Mason's Story Listening and Barbara Nolan's work. There *are* CI programs where output is discouraged.
