I am not a military historian so I checked Google Books and neither "rammed the ramparts" nor "ran the ramparts" has ever appeared. This is not a thing.

Could you write a speech for this man? Would you (politics aside) considering how it would be delivered? His "voice" (sense of meaning) is jumbled and rarely coherent and he goes on asides and ad hoc and what is written becomes monkeytalk. So would you, could you?

Looks to me like there was a single line of text that he flubbed repeatedly. Finally an ad lib: "It took over the airports..it did everything it had to do.."

Plausible. But what was it? "Manned the ramparts" might explain a priming of "manned", "ran/ranned/rammed" and "aiports/parts".
