I blame Mickey Mouse and Disney. Which is also why we're FINALLY seeing things enter the public domain again - they changed their tactic to protect the damned mouse.
Unfortunately, that's going to be a lot if not most things, especially with the weird situation that is the internet and it's various content creators. I haven't met many who think of themselves as even a business. Some, but not most. But they're definitely not "personal use"

Just posting on YouTube, even well before being able to monetize, can cross the threshold into "commercial use" of whatever. Not to even get into Citizens United and how corporations are "people"
