No, this is the balance that the courts have struck. Disclosure requirements for candidate advocacy *does* burden speech, but that burden is balanced by the need to prevent and deter corruption. Issue advocacy, which is what that paragraph is about, does not have same calculus.
Not an odd case at all. Associational privacy is a huge deal with deep legal and historical roots that is quite distinct from direct giving to political candidates. Look at famed NAACP v. Alabama ruling. Look at why even ACLU says they don't like this part of H.R. 1!
