sad, since patients are the ones being hurt by balance billing, I would doubt that many, if any patients are unified with doctors on this issue.

The solution is straight forward, all doctors providing services in a participating hospital should be required to accept participating rates, no balance billing allowed to patients. Any excess required to obtain service should be paid by the hospital &/or insurer.
