DEC would have prioritized DPS at the expense of charter students, and that's wrong. But you already know this.
There were amendments to prevent this; House never considered them. There was little sign that they were open to negotiate.

You're right, maddening. But from my reporting, charters and TPS alike in D think the system needs to change. Not binary.
