Okay, but it is a state law that forbids them from making any residency requirement for guardians. That's a thorny issue, but also one that is potentially fraught with community understanding problems that can turn into race problems.

Camden NJ did it. The results are stunning; their success is to be commended nationally. This is a start; Minneapolis can be a model for big cities across the country. Big city mayors should work together on this project.
