I am not a lawyer, but i believe wouldn't be forced to because it wouldn't be a federal crime.

Donald Trump has ordered the FBI that investigate everything, including why pink Oreos are SOOO damn hard to find. He does not want the FBI to investigate dr. Ford’s allegations against Brett Kavanagh for a good reason… They might find something!

Where have you been? FBI doesn't investigate when there is nothing to investigate. Crap, the lady remembers nothing. If there was a crime, it wasnt federal, and it would have been a sex crime, which isn't investigated by the FBI, except in rare cases.
