I love YouTube and when the notification system was first introduced I was told it was a chance for subs to see "every video you upload" I supported or then. But why break this system too? Why let it be only a "if we think the video is good enough" system as well?

Just to clarify, if someone taps the bell > all notifications, then they do get a notification for every video upload! It's only the "occasional" notification setting that sends just some. Also, no matter your notification settings, all new uploads still show in the subs feed!

That just makes the subscribe button completely pointless. If I subscribe to a channel, I subscribed because I want to see their content - occasionally notifying channels by default with the risk they won't see it it completely stupid in my opinion.

If you're only keeping up with channels via notifications, I'd wager you're in the minority of viewers. Notifications should be opt-in, not an opt-out. As they said in their video, that's what they found their people want, and that's the way basically every service does it.
