it may be that youtube doesn’t want to essentially be annoying and/or bother people if they don’t watch a channels content anymore. like if you don’t watch a channel but still subscribe (yet you’re not necessarily into their content anymore), youtube doesn’t send notifications.

If YT is worried about sending notifications that are no longer wanted they could always send a notification to the subscriber after they miss "x" number of videos from a content creator that if they wish to continue to receive notifications for that channel they need to watch

i think that’s a great idea. youtube could send a notification, say next time the subsciber opens their youtube app, and tell the subscriber that their notifications will be reduced.
