        Isn't the concern that the app itself infringes on first amendment rights? Every article I've read cites concerns about Chinese censorship and weakness to misinformation campaigns.

        no, banning an app is not vs the first amendment, because at the momemt apple and google themselfes can ban/reject every app they do not seem appropiate, and they do so. their marketplace is not public but private owned.

        The First Amendment protects against state action. Apple and Google, though very powerful in their own right, are not state actors. But the Commerce Department, who issued the ban regulation is, and thus the app ban is against the 1st A.
