NPS hasn’t fallen short in any way, shape, or form. That blame falls on the president who is stomping his baby feet and crying until he gets exactly his way. Your take on this is disappointing, to say the absolute least.

Maybe we need a “carry in, carry out policy” for all national parks until the government reopens. No reason people can’t take their trash with them and help relive the burden of overflowing trashcans.

The National Park Service has been ordered by Trump Admin. not to do their regular jobs. It is not the NPS but Trump who has fallen short of his responsibilities as president

How ‘bout visitors clean up after themselves? Put your wrappers, bottles, etc. back in your car and dispose of it later. Quit being so lazy.
