I’d say: You’re already funding something forever: the project years, then the O&M years, then the replacement project years, repeat. An end date for a project to deliver a technology solution is usually an illusion (convenient to some). Agile is part of how to spend better.

Agree with Aaron. Impression that traditional approach has an “end” is false. Agile provides a better chance of getting a system that works for the end-user. Mind set shift.

Software development teams should be funded like an operational expense instead of a capital expense. You're buying teams of developers' time to build a product. Building software isn't the same as building a bridge, so we need to budget accordingly.

Also stop listening to the COTS system integrators that are telling you software should cost as much as a freaking bridge.

A key element of Agile is definition of done. Without it, it’s easy to have no end in sight. It’s important to do a proper discovery to identify how big the breadbox actually is. The discovery and backlog should get funded. Agile practices then enable quicker value realization.
