And here a chairperson cannot keep a bill from being heard as all must have a public hearing and subsequent vote on the floor.
I much prefer the New Hampshire style of public legislative hearings to the California one. Here, members of public can't really state their case, just walk to the mic and say their name and yes or no.Hearing their stories would be nice.

Each member in CA reps something like 800K. Where in NH it's more like 3500. I think the result is government representation that is remote from constituents, the service of whom is more like triage, or an assembly line.
