This all means even though Alton and Manchester aren't using Common Core, as of now their students will still have to take Smarter Balanced

@billduncan didn't the commissioner say no waivers are available at this time? And in Manchester, they're working on a solution?

@kronayne Different issues? No waivers on Smarter Balanced, yes. CCSS is optional but Manchestrer adopted it as the foundation -
