The question I was hoping to ask: How exactly will the administration determine whether a county's enforcement is adequate enough before dolling out that $2.5 billion? Are they looking for evidence of ticketing? No business violations? Something else?

they have to certify compliance to Dept Finance...but yeah, not sure how that certification would work!
