I noted that some things in her reform bill are still allowed or were only recently reformed in California, where she was AG for 6 years. CA allows no-knock warrants and carotid holds (an effort is underway to ban the holds), a landmark use of force bill passed just last year 2/
My Q: Could you have pushed harder for some of these things to happen earlier in California?
@KamalaHarris: "Even in a state like California, which has been a leader on reforming the criminal justice system, we still aren’t where we need to be." 3/
More KH: "And it speaks to the fact that I know well that there are a lot of folks and a lot that is invested in the status quo, it is deeply rooted. Within the system, there is a real hesitance, if not hostility, to reform and change."
