Excellent question from @kronayne, one I have myself: isn't @GavinNewsom worried about people traveling from neighboring "closed" counties into the 12 now permitted to #reopen more quickly? Gov notes most reopening counties are rural, remote & in same region of Northern Calif.

You need to think beyond the Bay Area. Placer County, which shares a border with Sacramento, may soon reopen. Lots of fine restaurants in Roseville would regularly draw customers from Sacramento.
That's the area I'm thinking of. Placer, Amador and El Dorado Hills all have green light to reopen restaurants. Sacramento doesn't.
