Good questions from @ZavalaA and @philwillon on discrepancies in memo from police chiefs saying ALL state parks and beaches would be closed and Newsom's announcement today that he'll only close OC beaches. He suggests the chiefs were wrong.

CA State Parks and State Beaches have been closed for several weeks already. Some beaches controlled by the State but many are run by county, city, or town rules. Why are reporters so ignorant on jurisdictions?
