For clarity: That $104 million invoice is due this week. Newsom admin says "an augmentation of $104.7 million using DREOA is necessary." So I'm not sure if the payment has actually been made or will be made.

Today: Gov's office says the first shipment of masks from @GavinNewsom's big deal with BYD is underway, and the state has paid another $104.7 million. The state has now paid about ~$600 million of the $1 billion contract. The rest will be paid as more shipments arrive.
