California history nerds: Does anyone know who first said the phrase/described California as "America, but more so"?

It's a genuine question. Newsom says it all the time but I am not sure where it first came from. The Internet has lots of instances of people saying or writing it.

Aha! Thank you. Newsom has previously cited the name but it's garbled on my recording, and I thought it sounded something like "Stegner."
