Viewers could also opt out of those criteria, never being recommended or shown content in those categories. There are some pretty big (100k-400k) channels that have little to no monetization who could generate a lot of traffic for advertisers. /2
I find it very difficult to believe that @TeamYouTube can't find advertisers that are okay with swearing and/or political discourse. Content creators should be able to mark their content as such, and receive modified adsense, rather than none.

These creators who make content 4-7 times a week, with large audiences, and currently little / NO ads, would provide continued and exclusive traffic for those advertisers who are okay with this kind of content. A sort-of monopoly on exposure via those channels. /3

You can't expect me to believe there aren't advertisers who would want their ad shown 2-3 million times a week simply because the content following it contains swear words or political commentary. /4 - End
