“The new independent entity must establish new office space, including rent. [DCCAH’s] buildings are located in a District Government building so an entity separate from government would need to relocate.” (Checkmate, arts administrators)

This reads as concern trolling. The Committee on the Whole is recommending changes to preserve the D.C. Arts Commission’s independence from a takeover by Mayor Bowser.

But D.C. Arts Commission staffers—pace several arts commissioners—are saying that the Council’s budget fixes would cut off city support for the Commission entirely. Background on what this standoff means in @wcp: http://bit.ly/30nGe61

“If FY19 is the last year of operations for [the D.C. Arts Commission], grant applications for FY20 will need to be recalled.” That’s awfully apocalyptic language for a fight over earmarks for theaters. http://bit.ly/30nGe61

Isn't the budget proposing to make it independent WITHIN the government structure?

That’s how I read it and the Committee on the Whole heading supports that reading.
