I think they’re expecting you to schedule the tweet / Facebook post. Facebook has it on the main page, but for Twitter you have to go through TweetDeck or a third-party social-media manager. You get the link as soon as you start uploading to allow you to prepare these things.
Load of faff then, also doesn't help if you schedule your tweet for the same release date/time as the video and YouTube hiccups and doesn't publish on time.
